Being overwhelmed by the enemy decreases your battle will while increasing combat fatigue. If combat fatigue is high and battle will is low, the individual is considered to be in a state of fear. This results in a temporary downgrade in overall stats, and the possibility of abandoning the mission or disobeying the leader's orders increases. This penalty can be mitigated by the individual's willpower, proficiency in combat-related skills, community or personal traits, and the leader's abilities.

Combat fatigue continues to affect the individual for a certain period even after the combat situation has ended. The higher the level of combat fatigue, the slower it decreases. If combat fatigue rises to a critical level, it will no longer naturally decrease and, in severe cases, can lead to permanent mental disorders. Therefore, managing combat fatigue is considered a key aspect of community personnel management.

Like other statuses, battle will and combat fatigue are difficult to gauge without a high level of Insight. A minimum of Level 10 Insight is required for detailed estimation data.

The US government announced a new containment strategy through a public statement. A containment line was set along the western boundary of Idaho-Nevada-Arizona and the Mexican border, with intensive satellite and aerial reconnaissance always in effect along this line. The gist was that if any unauthorized vehicle movement was observed, they would deploy air force to destroy it. They would fire a warning shot first, but whether that would be adhered to was questionable. Various manned and unmanned aircraft and gunships were announced to be deployed for this purpose. The army was also deployed in significant numbers.

The government announcement made to the assembled refugees was, from their perspective, practically a threat. The primary goal was probably to psychologically stabilize the residents of the containment line eastward region, but it also seemed to some extent intended to threaten those survivors and refugee camp inmates remaining westward of the containment line.

The government spokesperson assured the blocking capability of the containment line by listing the performance and armament of the deployed gunships.
